Integrating Caribbean and Pacific Smallholder Agriculture into Markets

Intra-ACP Agriculture Policy Programme (APP)

The Intra-ACP programme is promoting the development of smallholder agriculture of the Caribbean and Pacific by more closely integrating agriculture into local, national, regional and global markets where appropriate. This €20 million programme funded by the European Development Fund draws not only on the technical and institutional resources of the entire ACP region, but also considers the social, economic and technological tools for agricultural development that have been tried and tested in diverse environments.

The programme (2013-2016) addresses four policy areas: policy, value chain development, science and technology, and knowledge management and communication. Most of the work under the programme is at regional level with its implementing partners: the Inter-American Institute for Cooperation on Agriculture (IICA) together with CARICOM and CARDI; the Secretariat of the Pacific Community (SPC) and the Technical Centre for Agricultural and Rural Co-operation ACP-EU (CTA).

Sharing Good Practices

Tikina Sabeto Field Work smlCTA's component focuses on intra-regional knowledge sharing of good practices. CTA will ensure that the Caribbean and Pacific have access to all relevant available information from worldwide sources and in particular from the African region on agriculture planning, policy formation and management for smallholder development, innovative policy instruments on women in agriculture, and methods and innovative ways to attract and engage youth in agriculture value chain development.

CTA together with the implementing agencies will help in designing the strategic plan for knowledge platform; support the communication plan for both regions and providing capacity building where necessary to KMC officers for the projects.
CTA will ensure fluid exchange of information between both regions and from other geographical locations. It will also ensure that both regions access proper information and will advise on relevant experiences from elsewhere on the development of innovative products, value adding processes, quality certification, and geographical indications including market access as well as information and intelligence.

Replicating Successful Initiatives

The First Global Steering Committee for the Intra-ACP Agriculture Policy Programme was held in Brussels, Belgium on 14 February 2014. The following areas of collaborations were discussed and approved: agritourism, economic empowerment of women, fisheries, climate-smart agriculture. The first regional Project Steering Committee meetings are expected to be held shortly.

Various activities have already been implemented within the programme. For instance, it supported the attendance of both Caribbean and Pacific participants at the Caribbean Week of Agriculture (CWA) in Guyana in October 2013. A high-level delegation from the Pacific (from the public and private sectors) attended CWA, with the aim of examining how the format could be used to organise a "Pacific Week of Agriculture" and discussions on how to pursue this are now ongoing with SPC and FAO. Workshops were held during the event such as "agritourism and economic empowerment of women farmers and entrepreneurs" for both regions. A workshop on "coconut industry development for the Caribbean" led to the formulation of a new roadmap where lessons learnt will be brought to bear in the Pacific.

A co-publication (with FAO) in the "Value Chains and Trade" series—Sustainable Green and Inclusive Value Chains, Caribbean and Pacific—is underway and highlights case studies that can be replicated.

Ongoing planned activities include the attendance of experts and policy makers from both regions and the African region, at international events – i.g. the IFPRI 2020 Conference, the third International Conference on Small Island Developing States, the First Pacific Islands University Network conference, the ACP/EU Joint Parliamentary Assembly.
