1. About CTA
The Technical Centre for Agricultural and Rural Cooperation (CTA) is a joint international organization of the African, Caribbean and Pacific (ACP) Group of States and the European Union (EU). Its mission is to advance food security, resilience and inclusive economic growth in Africa, the Caribbean and the Pacific through innovations in sustainable agriculture. CTA operates under the framework of the Cotonou Agreement and is funded by the EU.
CTA envisions agriculture in ACP countries as a vibrant, modern and sustainable business that creates value for smallholder farmers, entrepreneurs, youth and women, and produces affordable, nutritious and healthy food for all.
2. Background and purpose of the post
The Financial Controller / Internal Audit (FCIA) shall ensure that the expenditures or revenues are consistent with CTA's Financial Regulations & Budget and that the principles of sound financial management are applied. He/she will be responsible for the ex-ante checking of the commitment and clearing of all items of expenditure, revenue and advances. He/she will undertake periodic audit of the financial and administrative systems and processes.
3. Duties & responsibilities
The FCIA will be responsible for the duties as described in article 14 of the Financial Regulation of the Technical Centre for Agricultural and Rural Cooperation (CTA):
- Prior approval of the commitment and authorisation of all items of expenditure, revenue and advances
- Undertake checks to ensure that:
- the expenditure or revenue is consistent with the budget and the regulations;
- the principles of sound financial management have been applied.
The checks shall be performed in accordance with CTA's financial regulation and rules of internal procedure.
- Provide opinion to the Director on matters relating to the analysis, organisation and improvement of the Centre's internal procedures.
- Review documents to ascertain whether operations financed by the budget were carried out properly.
- Draw up an annual report giving an opinion on the financial administration and implementation of the budget to be submitted to the Director and the Executive Board. Implement a risk management framework to assure that the principles of sound financial management referred to in article 6 of the Financial Regulations are applied.
- Provide on the job training and coach staff on external rules and internal procedures.
- Review the Financial Statements and Financial Reports that will be sent to donors.
- Provide to the Director feedback related to the analysis, organisation and improvement of the Centre's internal procedures.
- Review documents to ascertain whether operations financed by CTA were carried out properly.
- Perform audits of the Centre's financial and administrative systems, procedures and processes.
- Participate in preparing and managing external audits that are carried out by or on behalf of donors.
- Follow up on audit recommendations as required
4. Qualifications and experience required
- Advanced university degree (Master's degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 5 years of progressively responsible experience in auditing, finance, accounting, budget or related area after having obtained the degree.
- A professional Accounting qualification such as Chartered Public Accountant, Chartered Accountant (CA) or equivalent would be advantageous.
- Experience with EU-funded projects would be an asset.
- Proven experience with financial regulations of international organisations and in auditing.
- Fluency in English or French with working knowledge of the other. Working knowledge in Dutch is an asset.
- Proficiency in relevant software packages (Microsoft Word, Excel), excellent knowledge of accounting software (e.g. Navision).
- Excellent analytical skills.
- Ability to communicate and present clearly and precisely both verbally and in writing.
- High level of interpersonal skills.
- A well organized and self-directed individual with high ethical standards.
- An excellent team player.
5. Appointment and conditions of employment
The candidate must be a national of one of the ACP or EU States signatory to the Cotonou Agreement (79 African, Caribbean and Pacific States and the European Union Member States).
The FCIA will be appointed by the Director of CTA upon the recommendation of the Selection Committee.
- Type of contract: short term, category auxiliary staff, level 2D.
- Duration of the contract: 1 year (renewal possible) with a 6 months' probationary period.
- Gross annual income: € 72.992,- mostly tax-free.
