CTA seeks to recruit a Financial Controller / Internal Auditor to ensure that the expenditures or revenues are consistent with CTA's Financial Regulations & Budget and that the principles of sound financial management are applied.
1. ABOUT CTA
The Technical Centre for Agricultural and Rural Cooperation (CTA) is a joint international organization of the African, Caribbean and Pacific (ACP) Group of States and the European Union (EU). Its mission is to advance food security, resilience and inclusive economic growth in Africa, the Caribbean and the Pacific through innovations in sustainable agriculture. CTA operates under the framework of the Cotonou Agreement and is funded by the EU.
2. BACKGROUND AND PURPOSE OF THE POST
The Financial Controller / Internal Auditor (FCIA) shall ensure that the expenditures and revenues are consistent with CTA’s Financial Regulations & Budget, the financial regulations of the donors funding CTA and that the principles of sound financial management are applied.
He/she will be responsible for the ex-ante checking of the commitments and clearing of all items of expenditure, revenue and advances. He/she will undertake periodic audit of the financial and administrative systems and processes. He/she will review financial reports, including the interim management reports, financial statements and audit reports. He/she is the contact for CTA with the auditors in charge of the verification of expenditure, statutory audit and other external audits. He/she will ensure that the organization complies with applicable rules and regulations.
3. DUTIES & RESPONSIBILITIES
The FCIA will be responsible for the duties as described in article 14 of the Financial Regulation of the Technical Centre for Agricultural and Rural Cooperation (CTA):
- Prior approval of the commitment and authorisation of all items of expenditure, revenue and advances.
- Undertake checks to ensure that:
- the expenditure or revenue is consistent with the budget and the regulations;
- the principles of sound financial management have been applied;
- applicable rules of eligibility are maintained.
The checks shall be performed in accordance with CTA’s financial regulation and rules of internal procedure, as well as rules set by funding organizations.
- Ensure that budgets are set up consistently and maintained.
- Review documents to ascertain whether operations financed by the budget were carried out properly.
- Draw up an annual report giving an opinion on the financial administration and implementation of the budget to be submitted to the Director and the Executive Board.
- Implement and maintain a risk management framework to assure that the principles of sound financial management referred to in article 6 of the Financial Regulations are applied.
- Maintain a risk register to identify, mitigate and monitor financial, operational and compliance risks, including the implementation of a procedure to assess the financial management capabilities of CTA’s beneficiaries and partners.
- Provide on the job training and coach staff on financial regulations and internal procedures.
- Responsible for managing external audits that are carried out by or on behalf of donors; ensure liaison with auditors and review Financial Statements and Reports to be sent to donors including their compliance to contractual obligations.
- Perform financial, operational and compliance audits of the Centre’s financial and administrative systems, procedures and processes.
- Suggest updates and improvements for accounting systems, including payroll and invoicing, as well as in other areas (project management, procurement, HR and IT).
- Provide to the Director feedback related to the analysis, organisation and improvement of the Centre’s internal procedures.
- Prepare a risk management policy for CTA and maintain a risk register to identify, mitigate and monitor financial, operational and compliance risks, including the implementation of a procedure to assess the financial management capabilities of CTA’s beneficiaries and partners.
- Review cash flow forecasts (expenditure and income, in particular, withdrawal requests to donors).
- Follow up on audit and organizational recommendations as required.
- Periodically review the integrity of the financial system, including the performance of the software system, and provide reports to the Director.
4. QUALIFICATIONS AND EXPERIENCE REQUIRED
- Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 10 years of progressively responsible experience in auditing, finance, accounting, budget or related area after having obtained the degree.
- A professional Accounting qualification such as Chartered Public Accountant, Chartered Accountant (CA) is required.
- Experience with EU-funded projects would be an asset.
- Proven experience with financial regulations of international funding organisations and in financial auditing.
- Fluency in English or French with working knowledge of the other. Working knowledge in Dutch is an asset.
- Proficiency in relevant software packages (Microsoft Word, Excel), excellent knowledge of accounting software (e.g. Navision).
- Exposure to IT-projects and compliance is highly recommended.
- Excellent analytical skills.
- Ability to communicate and present clearly and precisely both verbally and in writing at different levels within the organization and with stakeholders.

5. APPOINTMENT AND CONDITIONS OF EMPLOYMENT
The candidate must be a national of one of the ACP or EU States signatory to the Cotonou Agreement (79 African, Caribbean and Pacific States – http://www.acp.int/content/secretariat-acp - and the European Union Member States).
The FCIA will be appointed by the Director of CTA upon the recommendation of the Selection Committee.
- Type of contract: short term, category auxiliary staff, level 2C.
- Duration of the contract: until end February 2020 with a 6 months’ probationary period.
- Gross annual income: € 91.175,- mostly tax-free.
