CTA seeks to recruit an highly motivated professional with operational, financial and administrative skills for the Pacific Islands Food Systems Project.
The Technical Centre for Agricultural and Rural Cooperation (CTA) is a joint international organisation of the African, Caribbean and Pacific (ACP) Group of States and the European Union (EU). Its mission is to advance food security, resilience and inclusive economic growth in Africa, the Caribbean and the Pacific through innovations in sustainable agriculture. CTA operates under the framework of the Cotonou Agreement and is funded by the EU.
CTA envisions agriculture in ACP countries as a vibrant, modern and sustainable business that creates value for smallholder farmers, entrepreneurs, youth and women, and produces affordable, nutritious and healthy food for all.
BACKGROUND AND PURPOSE OF THE POST
CTA is implementing the project “Leveraging the Development of Local Food Crops and Fisheries Value Chains for Improved Nutrition and Sustainable Food Systems in the Pacific Islands”, with co-funding from the International Fund for Agricultural Development (IFAD). With respect to this project, we now have an opportunity for a highly motivated professional with research, management and analytical skills who can work independently as well as within a team.
DUTIES & RESPONSIBILITIES
Under the guidance and supervision of the Senior Programme Coordinator in charge of the Pacific Nutritious Food Systems Project, the Operations Officer is expected to provide operational, financial and administrative oversight in the implementation of project activities, with specific attention to the following:
- Oversee budget implementation & financial
reporting to ensure adherence to and compliance with CTA and IFAD financial and
- Oversee the
implementation of the Project Monitoring and Evaluation Plan to ensure project
is on track in keeping with the approved project log frame. Provide timely
feedback so that corrective action is taken. Prepare periodic monitoring
reports working with CTA Learning and Monitoring Unit and IFAD Pacific Team.
- Monitor the
implementation of activities within the framework of approved contracts.
Actively follow-up with partners and consultants and collect, collate and
analyse relevant financial and technical data to support the M&E plan.
- Ensure the
timely production of quality technical, financial and audit reports and their
submission within the required deadlines. Initiate the drafting, and assist
with the review, editing and finalisation of the annual project work plan and
budget and technical progress, financial and audit reports in accordance with
the required formats. Liaise with relevant CTA and IFAD Finance and Audit units
and service providers.
- Oversee the
effective management of the Innovation Grant Awards to Pacific SMEs and
participate in activities related to the project’s VCC/AI platform. Liaise with
grant awardees and regional consultants/national facilitators coordinating d-group
discussions on finance and weather-risk and provide status reports.
- Assist in
planning and conceptualization of project activities, including contributing to
the preparation of concept notes, terms of references, reports, articles and in
reviewing technical reports.
- Undertake other
administrative and technical support including preparation of contracts and the
organisation of project related events and other activities as needed.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Masters’ degree in management,
business administration or related discipline.
- Work experience: at least 4
years’ relevant professional experience after having obtained the required
Experience in project management, monitoring and evaluation and working in development; specific experience in support of agriculture and agribusiness/value chain development is an advantage.
Professional knowledge & skills:
- Familiarity with the rules
and regulations governing procurement and financial reporting and ability to apply
- Strong oral and written communication skills.
- Good organisational and interpersonal skills and
ability to work in an international and multi-cultural environment.
- Excellent IT skills,
including advanced level MS Office; experience in managing
WordPress systems and d-group platforms is an advantage.
- Fluency in English and working knowledge of French is
- Passionate about international development, cooperation,
agricultural and rural development, environment and related social justice
- Knowledge of the Pacific region and experience in
working with actors in the Pacific Islands agricultural and value chain sectors
is a plus.
APPOINTMENT AND CONDITIONS OF EMPLOYMENT
The candidate must be a national of one of the ACP or EU States signatory to the Cotonou Agreement - 79 African, Caribbean and Pacific States.
The Operations Officer will be appointed by the Director of the CTA upon recommendation of the Selection Committee.
- Type of
contract: short term, category auxiliary staff, level 3B.
- Duration of the contract: until end February
2020 (with a 6 months’ probationary period).
- Gross annual income: € 46.894,- mostly tax-free.
