The Technical Centre for Agricultural and Rural Cooperation (CTA) is recruiting a Deputy for Accounting and Budgeting for CTA's Corporate Services department.

The Technical Centre for Agricultural and Rural Cooperation (CTA) is a joint international institution of the African, Caribbean and Pacific (ACP) Group of States and the European Union (EU). Its mission is to advance food security, resilience and inclusive economic growth in Africa, the Caribbean and the Pacific through innovations in sustainable agriculture. CTA operates under the framework of the Cotonou Agreement and is funded by the EU.
CTA's envisions agriculture in ACP countries as a vibrant, modern and sustainable business that creates value for smallholder farmers, entrepreneurs, youth and women, and produces affordable, nutritious and healthy food for all.
2. Background and purpose of the post
The position falls under the CTA's Corporate Services department and will be located in CTA's office in Wageningen, the Netherlands. The Corporate Services Department is responsible for the Centre's infrastructure, budget & financial management, personnel management, contractual affairs, information technology (IT) services.
The Deputy for Accounting and Budgeting will report to the Senior Finance Officer. He/she is a team member working together with other members of the accounting unit to ensure accurate and timely processing of financial transactions in an effective manner and in compliance with established procedures. He/she is the focal point for the Centre's staff members, external counterparts and commercial vendors, providing advice and guidance to facilitate the processing of the financial transactions.
3. Duties & responsibilities
In compliance with the CTA's financial regulations and procedures as well as internationally accepted accounting practices, the Deputy for Accounting and Budgeting will be responsible for:
- Balancing and closing ledger accounts;
- The preparation and presentation of the quarterly and end of year financial statements: balance sheets, cash flow statements, management accounts as well as ad hoc reports;
- Ensuring that management and programme coordinators are informed about financial results through the provision of periodical analysis reports;
- Designing and setting up monitoring and analytical tools geared towards management;
- Keeping accounting records in respect of subsidies, commitments, payments, receivables and debt claims;
- Reviewing periodically, in collaboration with the Finance Unit, program budgets to analyse trends and develop lessons learned to be incorporated in future budget proposals;
- Ensuring and supporting the preparation of comprehensive and accurate budgets for funding submissions (grants application/call for proposal);
- Exploring ways to improve the Centre's program budget formulation with a view to charge overheads to programs, while still maintaining full recovery of costs related to programs;
- Managing accounting relationships with important service providers (banks, travel agencies, et cetera);
- Deputise for the Senior Finance Officer when required.
4. Qualifications and experience required
Education: University degree (minimum Bachelor) preferably in Accounting, Business Administration, Finance or internationally recognized professional finance and accounting qualification.
Work experience: minimum of 5 years post-qualification professional experience with progressively increasing responsibilities in accounting and finance. Prior experience with EC grants would be an asset, knowledge in result-based budgeting is a plus.
Professional knowledge & skills:
- Robust experience in and deep understanding of activity based costing and accounting.
- Knowledge and use of professional accounting systems, knowledge of Navision would be an asset.
- High degree of accuracy to ensure correctness of financial information and reports.
- Good planning and organisational skills, ability to prioritise and meet deadlines.
- Excellent computer skills including effective use of MS Excel, including Visual Basics.
- Experience using SQL and databases would be an advantage.
- Fluency in English or French and proven ability to work in the other language.
- Strong organisational and planning skills.
- Good interpersonal and written & spoken communication skills.
- Ability to work in an international and multi-cultural environment, to be flexible and client-oriented.
5. Appointment and conditions of employment
The candidate must be a national of one of the ACP or EU States signatory to the Cotonou Agreement (79 African, Caribbean and Pacific States – http://www.acp.int/content/secretariat-acp - and the European Union Member States).
The candidate must already have the right to work in Netherlands. This being a locally recruited position, no reinstallation cost will be borne by the CTA.
The Deputy Accounting and Budgeting will be appointed by the Director of CTA upon the recommendation of the Selection Committee.
- Local contract for the duration of 12 months (renewable).
- Gross annual salary full-time base: € 47,400 – € 48,680.
- Leave allowance, travel allowance and pension benefit.
